        In practice, population mobility is so common that both parties may not work or live in the place where their Hukou locate. For example, the male party’s Hukou may be in Xinjiang and the female party’s Hukou may be in Heilongjiang while they are working in Beijing or Shanghai. Under this condition, it is impossible for them to register their divorce in the place where their Hukou locate for it’s too far away for both parties to go back places where their Hukou locate.
      Actually, divorce by agreement may be completed through the People’s Court as well as the Civil Affairs Bureau.
      In our opinion, both parties may divorce through the court’s mediation if the cost to go back where their Hukou locate is too high. As we know, there are petty sessions and the like dealing with these simple cases in half of day with the lowest fee of 50 Yuan in Shanghai and Beijing. The conciliation statement made by the court is of equal validity as the judgment. And if either party doesn’t perform the obligations in the conciliation statement, the opposite party has the right to apply for the court compulsory enforcement.
